14. Report made by the Commissioner of Prisons regarding the

re-organisation of the Hong Kong Prisons Department.

The Committee commended the Commissioner's report

and agreed with the Governor in thinking that he was working

on the right lines. They hoped that the Governor will see

his way to give effect to the proposals as far as possible.

The despatch of the 15th March 1939 from the Governor

regarding a proposed increase in the establishment of

the Prisons Department, and notifying that a scheme for

confining short-term prisoners in detention camps was

under consideration was noted.

With reference to the statement made on page 15

of the memorandum that the proportion of staff to prisoners

for 'outside' parties should be one European subordinate

to every 25 prisoners, the Committee felt that this

proportion was high.

the European staff of the Department was high and suggested

that on general principle the employment of Europeans in

subordinate posts should be avoided as far as possible on

account of expense. They suggested that this point

should be brought to the Governor's notice.

The extract from the official journal (Special

Supplement No.188 of 1938) containing the report of the

5th Committee on Penal and Penitentiary questions was noted.
